To draw a spline with specify point, follow this steps :
1. From DRAW menu, choose spline or spline icon on draw toolbar.
2. Specify spline start point (1).
3. Specify point 2 to 5 to create spline then press ENTER to end the command

How to Draw a Spline Curve in Autocad 2006
Spline is a smooth curve that determined passing by a few points. Spline is useful to create curve in irregular form, example drawing smooth line for Geographic Information System ( GIS ) or to draw car design. A spline using less disk space and memory tahn smoothed polyline object.
To draw a spline with specify point, follow this steps :
1. From DRAW menu, choose spline or spline icon on draw toolbar.
2. Specify spline start point (1).
3. Specify point 2 to 5 to create spline then press ENTER to end the command
4. Specify start and end tangent (6 and 7).
