1. From DRAW menu, CIRCLE, choose Tan, Tan, Radius. You will see tangent snap mode on object.
2. Click on first object for snap on circle tangent.
3. Click on second object to draw circle tangent.
4. Specify radius of circle.

How to Draw a Circle Tangent on Existing Object in Autocad 2006
To draw a circle tangent on existing object follow this steps :
1. From DRAW menu, CIRCLE, choose Tan, Tan, Radius. You will see tangent snap mode on object.
2. Click on first object for snap on circle tangent.
3. Click on second object to draw circle tangent.
4. Specify radius of circle.
